The Federal Reserve says appraisal reviews "should determine whether the appraisal or evaluation is applicable for the transaction, the liability of the transaction, and whether the actions by which the collateral valuation is obtained guarantees independence and quality." Moreover, they "must indicate whether the appraisal or evaluation report is compatible with the letter of engagement, which describes the extent of the appraisal assignment." The Federal Reserve also says that "some financial institutions supplement periodic reviews with post-funding assessments of appraisal quality for some of their higher-risk or greater-value transactions as a control to assist in revealing valuation issues."
